In plain words

Awake, he has the second as his ray. So this one, who has gained innate knowledge: Even having gained pure knowledge, he is awake to the pervasion of oneness with it, and he becomes one whose ray is the second: the world, which, in relation to his own I-ness made of full reflective awareness, is the second, to be reflected on as "this", and whose nature is the appearing of what is known. That is his ray. The meaning is that the universe shines for him like his own beam of light. As the Vijñānabhairava says: "Wherever, by the path of the senses, the consciousness of the all-pervading one is revealed, since that has the nature of consciousness alone, through dissolving in consciousness there is fullness." And in the Sarvamaṅgalā too: "Power and the possessor of power: these are named as the two things. His powers are the whole world, and the possessor of power is the Great Lord."
