In plain words
The universe is the outflow of his own powers. And of him: Since he has been called like Śiva, then, as on the view of the scripture in "His powers are the whole world …" and the like, the universe of Śiva is made of his own powers, so for him too the universe is the outflow of his own power, which is awareness: its unfolding, whose form is the shining forth of the power of action. As the Mṛtyujit says: "Since the God is made of knowledge, and knowledge stands in many forms, that which protects (trāṇa) those restrained and bound is called the Eye (netra)." In the Kālikākrama too: "Knowledge shines outside and inside in this form and that; without knowledge there is no being of objects: so the world has the form of knowledge. For no things have ever been made objects by anyone without knowledge; from this it is concluded that knowledge has become their very self. Through the division into 'it is' and 'it is not', through the joining of denial and affirmation, things, by the power of contemplation, are knowledge in nature, resting in the known. Because they are known all at once, knowledge and the known are of one form."
