In plain words

The power of making, from one's own experience. And this is not impossible for him, since: From one's own experience, from oneself alone, in fancy, dream and the rest, the power of making, the making of things particular to each, is indeed established for oneself. With just this intent the Pratyabhijñā says: "That is why, through the shining of whatever is drawn forth as one wishes, knowledge and action are clearly established for everyone who lives." And since it is possible in this way, if he reflects on this with deep absorption, then there is also the making of desired things shared by all. As the Tattvagarbha says: "But when they too, bright with the quality of their own power fully revealed, have the weakness of their resolve torn far away, ever more firmly, then their intention becomes a wish-fulfilling tree."
