In plain words
Beyond these, the effects such as the worlds, which are the outspread of these same elements and beyond counting, he alone fashions: so he says: So, in each such way, having sent forth various bodies and worlds, he takes on form, highest, lowest and middling. So, just as he bears, as form, the effect that is tattva in its form, thirty-six in number, able to stretch out the expanse of the universe, so too the bodies of the gods and the rest, effects that are to be brought about by those very tattvas in the form of the persons in saṃsāra who beget them, and not directly by a creator; only, since by the principle stated in the Pratyabhijñā another can do nothing at all, he himself, in the form of one who has become their own mother and father and the rest, having sent forth the gods and the rest, and the worlds that are their dwellings, takes on the form of births, highest and the rest, as gods, humans and animals.
