In plain words
So in this way You alone are the agent everywhere; so he says: In every undertaking, O Bhava, let the universe be the deed, or the instrument and the rest; but the free agent there is You alone. O Bhava, ‘in every undertaking’, that is, in every activity belonging to the knowers from Śiva down to the worm: whatever appears as though in the form of agent, instrument and the rest, let all of that be ‘the deed’, that is, the effect, since it is made to appear so by the action, which is manifesting, of You alone, the free agent. Or else let it be ‘the instrument and the rest’, since it is made to appear by You alone as the most effective means of a limited action and so on; but everywhere here, even shining forth as the variety of the many factors of action, You alone are the one, that is, the free agent who depends on no other; the other, being made to appear by You, is for that very reason not free: how then could it be an agent? And as for the agency of Brahmā and the rest in emanation and the rest, its whole reality is only the conceit proper to each of them, raised up by You. As the venerable Vidyādhipati has said: “Even of one who, by grasp upon grasp, ever higher, sees each state as lower than the one above it, the clinging to his own conception of himself as the means: the cause of this is Your rays.” So it is said.
