In plain words

Since it is so, therefore: Homage to the Master, Soma, who has drawn in desire, who leaves no expanse unspread, and who wears the moon as His crest. ‘Soma’ is the ‘Master’ who abides with Umā, the Goddess, that is, with the power of freedom: the Great Lord whose Self is cit. He has joined the moon of the whole knowable to His own highest limb, which is the form of the supreme Śakti; for that very reason, since there is nothing separate to be sought, He ‘has drawn in desire’ close, upa, into the Self alone, that is, He is ever satisfied by the wonder of His own ānanda; for that very reason, being full, He spreads every ‘expanse’, that is, the unfolding of the variety of forms and actions, ever spreading it forth within His own Self: to Him, homage. This is the meaning in the inner sequence. In the outer, however, the meaning is: homage to the one who burnt Manmatha, who spreads the ‘expanse’, that is, an auspicious time to come, a power beyond the world, made of play full of delight, ever going on in Kailāsa and other places, who bears Umā as half His body, and who wears the digit of the moon as His ornament. And since even the burner of Manmatha is set in an uncommon rasa of love, complete with its determinants, its support and its kindling, a lordship most hard to bring about is told, even in His having a form. And again: ‘who has drawn in’, that is, by whom all ‘desires’, that is, longings, of one possessed of devotion have been stilled through the spreading forth of the full own form; and for that very reason, ‘who leaves no expanse unspread’, that is, who shows all time as made of the embrace of the glory of liberation: homage to the Master. This too is its meaning.
