In plain words

To praise once more the Lord, whose real form has been brought to light by an excess of devotion, he says: Whatever ānanda, of whatever measure, is seen even here in the three worlds, it is but a drop of Him: I bow to that God, the ocean of ānanda. In the three worlds, whose form has been explained, ‘whatever, of whatever measure’, that is, whatever ānanda at all shines forth, from Śiva down to the sakala knowers, all of it is His ‘drop’, that is, a mere spray: the ocean of supreme ānanda that is play and the rest, the sea of ānanda without bounds, I ‘bow to’, that is, I enter in samāveśa. And so the direction of the teaching is shown: that yogīs, with their minds made one-pointed even on this or that limited ānanda, enter the supreme ānanda. As it is said in the venerable Vijñānabhairava: “From the swelling of the savour and ānanda of the delight that eating and drinking bring, let one contemplate the state of fullness; from that, great ānanda would come.” So it is said.
