In plain words
Since no other at all is able to do this, therefore: Homage to the One who is free to make the non-being of what is, or indeed the being of what is not, and who alone is glorious with the arising, the passing and the lordship of those who are not free. ‘Of what is’, that is, of the things present in the world, ‘non-being’, that is, withdrawal; or ‘of what is not’, that is, of things void of both appearance and name since they have been withdrawn, ‘being’, that is, birth again: to Him who is ‘free’ to ‘make’ these, that is, whose capability depends on no other; and so too to Him who ‘alone’, that is, without a second, ‘is glorious’, that is, is praised, with the arisings, the passings and the lordships, that is, the coming to be, the perishing and the power, of all who are ‘not free’, Brahmā and the rest, which shine forth as not different from Himself.
