In plain words

By way of homage to the Lord, he shows that devotion comes to rest in the supreme accomplishment: Homage to You, the Lord of the three worlds, O Bhava, whose power to give the lordship of the three worlds to those who delight in You meets no obstacle. ‘To the Lord of the three worlds’, that is, to the Lord of the universe, ‘homage to You’, You who, ‘for those who delight in You’, that is, those who have devotion to You, ‘in giving the lordship of the three worlds’ determined earlier, that is, in spreading forth the oneness of the Lord of the universe with their own Self, have a ‘power that meets no obstacle’, that is, a freedom without bar.
