In plain words
"Let me hear what anyone has told thee." "Satyakāma Jābāla told me, 'The mind indeed is Brahman.'" "As one who had a mother, a father and a teacher might say, so did Jābāla say that the mind indeed is Brahman; for what would one have who had no mind? But did he tell thee its dwelling and its support?" "He did not tell me." "Then this is a thing of one foot only, your majesty." "Then do thou tell us, Yājñavalkya." "The mind is its dwelling and space its support. Let a man worship it as bliss." "What is blissfulness, Yājñavalkya?" "The mind itself, your majesty," he said. "For with the mind, your majesty, a man is drawn to a woman, and in her a son like himself is born; and that is bliss. The mind, your majesty, is the highest Brahman. The mind does not leave him, all beings flow toward him, and becoming a god he goes to the gods, who worships it thus knowing." "I give thee a thousand cows with a bull like an elephant," said Janaka of Videha. Yājñavalkya said, "My father held that one should not take a gift without having taught."

In plain words
His name was Satyakāma -- son of Jabālā, so he is called Jābāla. In the mind, the presiding power is the moon. This meditation goes by a secret name too: bliss -- because mind itself, nothing besides it, is bliss. That is why, your majesty, it is the mind that draws a man toward a woman he desires and moves him to court her -- that is simply what the words mean. And in the very woman he desires and courts, a son is born who takes after him, matching him in form. That son is what bliss looks like. And the mind that brought him about -- that mind is bliss itself.
Close to the Sanskrit
Satyakāma by name -- he is the son of Jabālā, [called] Jābāla. The moon is the deity in the mind. "Bliss" is the esoteric name [for this meditation], since mind alone is bliss. Therefore, O emperor, it is by the mind indeed that one desiring a woman is drawn toward her -- that is, solicits her; that is the meaning. Therefore, in the woman whom, desiring her, he woos, a son of matching, corresponding form is born to her; that son is the cause of bliss; and that by which mind he is brought about -- that mind is bliss.
