In plain words

He had already planted the seed of the question, back in that line: 'Of all yogins, the one whose inmost self has entered Me, who worships Me with faith — him I hold most deeply joined to Me' (Gītā 6.47). Now, unasked, He wants to say exactly this: 'This is what My reality is; and this is how your inmost self comes into Me.' And so the Blessed Lord spoke:

‘Fixed on Me’—Me, who am about to describe Myself, the Supreme Lord—whoever's mind rests there is called one whose mind is fixed on Me, Pārtha; practicing yoga, that is, composing his mind. ‘Whose refuge is Me’—I alone, the Supreme Lord, am his refuge, so he is one whose refuge is Me. Anyone who wants something through some human effort turns to a means for it—a fire-ritual, austerity, charity, some refuge or other. But this yogī turns to Me alone as his refuge; letting go of every other means, his mind rests on Me and nothing else. You, being someone like that, will come to know Me completely, wholly, endowed with glory, strength, power, sovereignty, and every such quality, beyond any doubt, exactly how—knowing ‘this, precisely, is the Blessed Lord’ with no doubt left at all. Listen now, as I tell it to you.

Having set down the seed of the question — 'Of all yogins too, he who, with his inner self gone into Me, full of faith, worships Me, he is held by Me to be the most fully united' (Bhagavadgītā 6.47) — and himself, of His own accord, wishing to say just this: 'Such is My reality; and thus would one become one whose inner self has gone into Me' — the Blessed Lord said:

‘Fixed on Me’—Me, qualified by what is about to be described, the Supreme Lord—of whom the mind is fixed, he is ‘one whose mind is fixed on Me,’ O Pārtha; practicing yoga, i.e. making composure of mind; ‘whose refuge is Me’—I alone, the Supreme Lord, being the refuge of whom, he is ‘one whose refuge is Me.’ For whoever seeks something by some human aim, he resorts to that means for it—ritual action such as the Agnihotra, austerity, or charity—as some refuge; but this yogī resorts to Me alone as refuge; having abandoned any other means, he becomes ‘one of mind fixed on Me alone.’ You, being of such a nature, will know Me, entire, whole, endowed with the qualities of glory, strength, power, sovereignty and the rest, without any doubt, how, i.e. by what manner—knowing ‘exactly so is the Blessed Lord,’ without doubt—hear that, being told by Me.
