In plain words
Wrongdoers, the deluded, the lowest among people, whose jñāna is carried away by Māyā and who take refuge in an āsuric disposition, do not turn to Me.
Word for word
Evildoers, the deluded, the lowest of men, do not take refuge in Me, [they] whose jñāna is carried away by māyā, who have resorted to an āsuric disposition.
The commentators
Bhagavadgītābhāṣyam
In plain words
But if surrendering to you really does get people across this māyā, then why doesn't everyone simply surrender to you? Here is the answer —
They never come to Me, the Supreme Lord, Nārāyaṇa — the ones whose every act is harm, the doers of sin, the deluded. Lowest of men: that is, of all human beings the lowest, the degraded. And these are the ones whose knowledge māyā has carried off — stolen clean away — and who have taken shelter instead in the demonic temper, the one you recognize by its violence and its lies, and everything that follows from those.
Close to the Sanskrit
If those who have taken refuge in you cross over this māyā, why then do not all take refuge in you alone? — it is said in answer —
They do not resort to Me, the Supreme Lord Nārāyaṇa — the evil-doers, that is, the doers of sin, the deluded; the lowest of men, that is, among men the lowest, the degraded. And they, their knowledge carried off by māyā — their knowledge stolen away — have taken shelter in the demonic disposition, which is characterized by violence, falsehood, and the rest.
Gītā Vāhini
In plain words
In the world, ordinary men do not come to the resolve that they should seek refuge in God and conquer Māyā. That depends on the good and evil deeds of each one's previous births. The evil-doers, wholly given over to the craving for enjoyment, keep scrambling after momentary pleasure. Like beasts, birds and animals, they eat and roam about, making merry with passing pleasures. Thinking that this is the very goal of life, with no thought of God at all, loathing the very mention of satsaṅga and unable to bear the mention of good conduct, they sink into utter ruin.
