In plain words
In the seventh chapter, and again in the ninth, the true nature of the Lord and the glories in which he shows himself have already been laid out. But now, at this point, since the Lord can be contemplated in any number of forms, each of those forms deserves to be spoken of in turn. And his essential reality needs saying again too — not because it wasn't said before, but because it's simply so hard to grasp fully the first time. That is why the Blessed Lord now speaks —
Again, mighty-armed one, and yet again — listen to My word, this supreme utterance of Mine, one that lays bare the reality beyond which nothing higher exists. It is precious to you, and I can see how it delights you — you drink it in the way one drinks the nectar of immortality, utterly given over to it. So I will keep speaking, simply because I want what is good for you.

In the seventh chapter, the [essential] reality of the Blessed Lord and [his] manifestations of glory have been revealed, and [also] in the ninth. Now, at this point, since the Blessed Lord is to be contemplated in whichever states [he is manifest], each and every one of those states must be spoken of; and the [essential] reality of the Blessed Lord must [also] be spoken of, even though [it has] already [been] stated, because of [its] being difficult to understand. Therefore the Blessed Lord said —
Again and again, [that is,] once more, O mighty-armed one, listen to My, [that is,] Mine own, supreme, [that is,] excellent, speech, [that is,] utterance, which is illuminating of the reality than which there is nothing higher — which is supreme for you, [that is,] to you, who delight [in it] — because of My speech, you delight exceedingly, as if drinking the nectar of immortality; therefore — I shall speak out of desire for [your] welfare, [that is,] out of the wish for [your] good.
