In plain words
Pāśupata worship: the jīva is an animal bound fast by the fetters that are precisely Prakṛti's [three] qualities. Over that animal, over those fetters, and over that Prakṛti, the Supreme Lord is the controller. For that reason, attaining Paśupati alone is liberation — so it is said.
