When the Dvapara had come, at the third turn of the ages, the yogin was born of Parasara to Vasavi, by a portion of Hari. Once, having touched the water of the Sarasvati and made himself clean, he sat in a secluded place, a place apart, as the orb of the sun rose. That sage, who knew the higher and the lower, saw the confounding of the dharma of each age, brought on age after age upon this earth by time, whose rush is not seen; and the failing of strength in material things that time had worked; and people without faith, without substance, ill in understanding, cut short in life, and poor in fortune. Seeing them with divine sight, the sage whose vision does not fail considered what would serve all classes and stages of life.
