In plain words
The poet, telling of Rāma of Tillai Citrakūṭam: On that day he raised all that moves and does not move to Vaikuṇṭha, mounted the mighty foe of serpents [Garuḍa], conquered the asuras, and, with his four long, lovely arms appearing, shining with victory, while all heaven's eternal attendants [nityasūris] came out to meet him, he reached his own abode and gladly sat enthroned there. That Lord is the one who stands forever in Tiruccitrakūṭam in the town of Tillai: O you who serve him, praise him every day, saying "He is like that, he is like this", and bow down to him at all times.
