In plain words

The lovely jasmine has laughed into bloom to see the penance he keeps, the hill-chief of Pukali, town of the Holy One whose horses are the ancient Vedas that praise him. Oh, the storm-cloud scattering rain and the north wind begin to blow, and today the sliver of the moon has come here, so that my mind is all in turmoil.

Line by line

The hill-chief of Pukali of the Holy One whose horses are the ancient Vedas that praise, the penance he performs, seeing it, laughed, the lovely jasmine; the scattering storm-cloud, the north wind, oh, as they begin to blow, the moon's crescent here, so that my mind is in turmoil, has come today.
