In plain words

O man of the hills! When Hari's thousand flowers fell short, he placed his own holy eye to complete the adornment. To that eye, offered in worship at his holy feet, Kampar gave grace. On his Kailāsa, where the crooked deed of the foe was crushed by a toe, for you to stay with us here by night is hard, we think. We fear our elder brothers.

Line by line

Hari his holy eye placing, when the thousand flowers fell short, to adorn, Hari, at his holy feet, to the eye he offered in worship, Kampar who gave grace; the foe's crooked deed destroyed by a toe, Kailāsa; by night here that it is hard, your staying with us, O man of the hills; we fear our elder brothers.
