In plain words

On one side lies a hissing snake. On one side the moon shines, held fast. There is the Gaṅgā of tossing waves, the koṉṟai that he wears, and a garland of skulls bound with a cord. Such is the crown of piled matted hair of holy Ēkampar, whose bull overcomes the fierce war fought with swords.

Line by line

Lying on one side, a hissing snake; on one side the moon, held fast, shines; the Gaṅgā of tossing waves; the koṉṟai that he wears; with a cord bound, a garland of skulls; the fierce war fought with swords which the bull overcomes, holy Ēkampar's crown of piled matted hair indeed.
