In plain words

The poet, of Araṅgam: He left his wooden sandals with his younger brother [Bharata] as a firm pledge [that he would return] and went away, and so that the gods might live, he set right the business of the south, the quarter meant for war [destroying Rāvaṇa and the rest], came back and ruled the world: the temple of Tirumāl [the consort of Śrī] is radiant Araṅgam, where lovely blue water-lilies, showing the colour of the Lord's sacred form and of the blossomed eyes of the sacred Lady [Periya Pirāṭṭi], sway to and fro as the wind rocks them.
