In plain words

Amutaṉār: Toṇṭaraṭippoṭi Āzhvār, the great one, adorned the feet of the Master of Araṅgam, whose auspicious qualities never leave him, with a garland of fresh tulasi made and put together by his own hands and with a garland of Tamil that is the Veda [the Tirumālai and Tiruppaḷḷiyezhucci], poured out in pure Tamil. Rāmānuja, the true one, holds dear nothing but that great one's feet, and Rāmānuja's feet alone are the goal set apart for me.
