In plain words

Flowers of every kind, heavy with scent, and bilva leaves and tulasī among them — this cupped handful, O Unconquered One, I lay on your head. And four times, Viṣṇu, I have walked around you, the circling that breaks sin to pieces: walked by one who knows where the long road of birth after birth comes to an end.

Close to the Sanskrit

With flowers of various kinds, exceedingly fragrant, joined with bilva and tulasī — this handful of flowers, O Unconquered One, I place upon your head. And your circumambulation, the walking round that shatters sin, has been performed four times, O Viṣṇu, by one who knows the ending of the journey along the road of birth.
