In plain words
If he wants a woman to desire him, he places himself within her, mouth pressed to mouth, and touches her secret place, and murmurs: 'From every limb you rise, from the heart you are born. You are the very essence drawn from the limbs — as though struck by a poisoned dart, let this woman be maddened, toward me.'

If he should desire a woman, [wishing] 'may she love me' — having placed his member in her, having joined mouth to mouth, and having touched her private part, he should murmur: 'From every limb you arise, from the heart you are born. You are the very essence of the limbs — as if struck by a poisoned dart, madden this woman here, toward me.'
