In plain words

You must not impart this to just anyone. Transmission is restricted to authorized lineages stemming from qualified preceptors. Why is this knowledge thus restricted? The scripture explains: Even if someone were to offer this entire earth, encircled by the oceans and filled with all possible wealth and means of enjoyment, as a fee to the teacher to redeem this knowledge, that material gift would still not be an adequate price. For the gift of Madhuvidyā is vastly greater, yielding incomparably richer fruit than any material offering. The repetition in the text is meant to show supreme reverence.

Not to another to anyone at all one should declare. Two sources permitted of many attained authorities starting with the teacher. From what cause again restriction of knowledge was made, it says: Even if to this teacher someone this earth by waters encircled surrounded by ocean completely even might give, for the redemption of this knowledge, to the teacher of wealth full furnished with enjoyments, not that is its redemption, from which than that gift this very which is the gift of honey-knowledge is greater having much greater fruit is the meaning. Repetition is for the sake of respect.
