In plain words
Saṃsṛti itself is an ocean, and everyone in it is tossed about — but devotion at his feet becomes a sturdy boat that carries them across. All the world worships him; he pervades everything; he is an ocean of bliss in his own right. Him I hold in contemplation, turned inward and facing south.
Close to the Sanskrit
For those tossing in the ocean that has the form of saṃsṛti, devotion to whose feet is a sturdy boat for reaching the farther shore; him who is worshipped by all, all-pervading, an ocean of bliss; the inward-facing, south-faced one—I contemplate.
