In plain words

Viṣṇu and the rest, the hosts of gods, could not conquer the three cities by themselves. So they appealed to Śaṃbhu: “O Bhagavan, we for our part are Paśus; you alone are our Īśvara.” He restored each god to his own station, and they became established in themselves. In that one, Sāmba, the supreme Brahman, may my heart happily delight.

Viṣṇu and the rest, and the hosts of gods, were not able by themselves to conquer the triple city—that Śaṃbhu whom they addressed: “O Bhagavan, we for our part are Paśus; of us you alone are the Īśvara.” Thereafter the good-minded ones, each appointed to his own station, became self-abiding. In that one, Sāmba, the supreme Brahman, may my heart delight with ease.
