In plain words
One fragment of him, and this whole world came forth — exactly as you see it, nothing left out. He laces it back together, exactly like this. He fills it through. He wakes it with pleasure and pain. That Hari, in whom the darkness of saṃsāra ends — him I praise.
Close to the Sanskrit
From one portion of whom this entire world thus came forth, by whom it is again thus bound fast, by whom it is pervaded, by whom it is awakened through pleasures and pains — him, the destruction of the darkness of saṃsāra, Hari, I praise.
