In plain words

Tell this to Agastya; he is truly a worthy vessel, without a doubt. His wife, Lopamudra, worships me with deep devotion, and he too is utterly devoted—therefore reveal this to him. Refusing to let go of your feet, he has stood here for three years; this very devotion is proof enough of his readiness. Without this, the complete fulfillment of his heart could never come about. Therefore, with my permission, grant him the teaching that fulfills all desires. Suta said: Having spoken thus, the Divine Mother, joined with Kamesvara, vanished from sight. Then Sage Hayagriva gently raised the pot-born sage with both hands, seated him close by, and filled with deep wonder, spoke to him. Hayagriva said: You are fulfilled, O Agastya, truly fulfilled, blessed beyond measure! There is no devotee of Lalita in all the three worlds who equals you, since the Goddess Herself has personally commanded that the secret teaching be revealed to you.

That reveal to Agastya, he is indeed a worthy vessel, no doubt. His wife, known as Lopamudra, worships me with extreme devotion; and this one is deeply devoted, therefore speak that to him. Not releasing your feet he has remained three years; to know this indeed this very devotion is the proof. The fulfillment of the mind of this one will not happen otherwise; granting the fulfillment of all therefore, permitted by me, speak. Suta said: Having spoken thus, the Mother accompanied by Kamesvara vanished. Then having raised the pot-born sage with both hands, having seated him nearby, filled with deep wonder Hayagriva spoke. Hayagriva said: You are fulfilled, you are fulfilled, you are fulfilled, O pot-born one! There is not, there is not in the three worlds a devotee of Lalita equal to you, by whom, O Agastya, the Goddess Herself commanded what was to be spoken to you.
