In plain words
Just as a flash of lightning within a rain-cloud reveals the life-giving power of rain to nourish the earth, she shines within the Hrim mantra to fulfill all spiritual aspirations. She is the first fresh sprout of the universe rising from the deep, silent seed of Hrim, manifesting the entire cosmos of name and form through her wondrous, creative power of Maya, yet remaining ever pure and knowable only through sacred revelation.

...clouds, Hrimkara also is compared to them by the wise because it rains desires. The lightning existing in them, which is non-different and shining, reveals the production of crops through rain-water; similarly, she who is non-different from Hrimkara as its expressed meaning, when her true nature is investigated, is of the nature of the pure implied meaning, yet through the indescribable deity revealed by her own expressing mantra, she is the cause of attaining one's desired human goals. This is the intention. Om, salutations to Hrīṃkārāmbhodacañcalā. Hrimkara itself is the bulbous root, meaning the firm causal seed-state. Its sprout is the first manifestation, the new expression. Just as in the world, a sprout, without destroying the generative power inherent in the bulb, manifests itself as trunk, branches, leaves, flowers, and fruits, revealing that causal power; similarly, though the Hrimkara has inherent self-validating authority as a part of the Veda without needing other proofs, she, who is the cause of the manifold world-transformation that defines the object of knowledge born from it, is conditioned by Maya which is skilled in making the impossible happen, and thus embodying both aspects, is knowable only through that authority.
