In plain words
The whole crowd of living things has gone under in an ocean of sorrow — how is any of them to get out? Brahmā saw that, and for that reason built Vārāṇasī, who gives shelter. The heaven-worlds, whose whole content is pleasure, weigh little beside her: what they hand you is a fall at the end of the enjoyment. Kāśī is the city of liberation, always working good, giving dharma, wealth, and freedom.
Close to the Sanskrit
The multitude of creatures has indeed fallen into the ocean of sorrow; how is there any release for them? Having known that, precisely for that reason, Vārāṇasī the giver of shelter was fashioned by Viriñci. The worlds whose joy is heaven are, even compared with her, slight — givers of a fall at the end of enjoyment. Kāśī is the city of liberation, always working good, granting dharma, wealth, and liberation.
