Touched by choppy waves, the sun's reflection seems to shake and scatter. In just the same way, Consciousness only seems restless — because the mind, like the water, won't stay still.

From contact with agitated waves, the reflection of the sun becomes unsteady; likewise, restlessness appears in Consciousness, due to the restlessness of the mind.
