तस्माद्धर्मपरो भूत्वा वेदास्तिक्यसमन्वितः ।कुर्वन्वै नित्यकर्माणि यथाशक्ति स बुद्धिमान् ॥

In plain words

So: become someone whose life is ordered by dharma, holding firm that what the Veda says is true, and actually doing the daily obligatory work, as far as your strength reaches. That is the person with intelligence.

Close to the Sanskrit

Therefore, having become devoted to dharma, endowed with faith in the Veda, performing indeed the obligatory rites according to his capacity — he is the intelligent one.
