In plain words
That very non-dual reality of pure consciousness and bliss is the innermost Self of all beings—the complete and Supreme Self. Through association with the subtle body, He appears as if thumb-sized and transmigrates. Why? Because deluded people, lacking discrimination and identifying the Self with the gross and subtle bodies, fail to perceive Him. Lacking awareness of their true identity as Brahman, they continue to wander in saṃsāra. But that very Self whom the ignorant fail to see is perceived by yogis alone.

That very non-dual existence-consciousness-bliss, the inner Self, the inner Self of all beings, the Puruṣa, full, the Supreme Self, being thumb-sized due to association with the subtle body and limited by thumb-size measurement, goes and transmigrates to an abode. For what reason does He transmigrate as thumb-sized through connection with the subtle body? To this it is answered: He who transmigrates as thumb-sized through the connection with the subtle body, that Lord of all, the ruler of all, worthy of praise, worthy of being lauded, anukalpa—having entered everything and fashioning it with His Self, hence anukalpa—primeval, existing in the beginning, shining, blazing—because deluded, undiscerning people who are identified with the two bodies as the self do not see Him, therefore indeed, due to the non-comprehension of their own Brahman-state, they transmigrate. The Self whom they, failing to see, transmigrate, that Self the yogis alone see.
