In plain words

"Than the atom" means: than the subtle. "Smaller" means: subtler still. And sumanāḥ — "su" here means radiant. It describes the one whose mind has nothing of attachment or aversion left in it, nothing of pride, envy, grief, or delusion or anything of that kind; a mind with nothing mixed into it, holding one shape only, the shape of the non-dual Brahman-Self that is awareness, being, bliss. That is what sumanāḥ says. "In all beings" — in all of them, in every living [creature...].

Close to the Sanskrit

Than the atom, that is, than the subtle; smaller, that is, more subtle. Sumanāḥ: 'su' means radiant — he whose mind is free of the traits of attachment, aversion, pride, envy, grief, delusion and the rest, and which, unmixed, has taken the very form of the non-dual Brahman-Self that is consciousness, being, bliss; thus, sumanāḥ. In all beings — in all, in [living creatures...].
