In plain words

Omniscient, radiant with unobstructed awareness, the supreme Lord rests in his own unshakeable stillness. Relying solely on his own binding power of illusion and following his spontaneous will, he oversees the great rhythm of creation, preservation, destruction, immanence, and control. By his own power subduing the currents of agitation and inertia, he plays.
