In plain words

Before the world arose, darkness lay hidden in darkness, beyond the reach of thought, like water concealed within milk. Then the Creator willed to create. The world of name and form emerged, urged forward by Karma carried from the world before it, while minds followed in latent, seed-like form.

Close to the Sanskrit

Before creation, darkness existed as a positive condition, hidden by darkness and therefore beyond thought, as water lies hidden within milk. From the Creator's desire to create came the birth of this world of name and form, set in motion by the Karmas of the preceding world and accompanied at first by minds continuous with it in seed form.
