In plain words

Ātma, the one unmoving Self, seems to run only because Manas, the mind, is running. Ātma stands within that mind, ahead of it and behind it, unnoticed by the eye and the other senses. Water too seems to race when waves cross its surface, though it was there before them, pervades them now and remains after the wind has fallen and the waves are still.

Close to the Sanskrit

The one unmoving Ātma—the Self—seems to move because Manas, the mind, runs about. Present in that mind, before it and behind it, Ātma is not known by the eye and the other senses that follow the mind. Water likewise seems to move through waves racing everywhere; it is within them and exists before and after them. When the wind-raised waves grow still, the water remains just as it was.
