In plain words

At the slightest flick of your arched brows, Brahmā brings forth the world, Hari guards it, Rudra dissolves it, Īśa withdraws both the world and himself from sight, and Sadāśiva pours grace over all.

Close to the Sanskrit

Dhātṛ creates the world, Hari protects it, Rudra destroys it, and Īśa, concealing it, also withdraws his own form; Sadāśiva then blesses all of it, each relying on your command conveyed by a momentary movement of your vine-like brows.
