In plain words

Two of Śiva’s eyes set the order of time for embodied beings; the third is the mouth of the gods. Eminent sages say their very forms are the triad of deities. Like dark bees eager to play forever on Rudrāṇī’s lotus-face, these are the three eyes of the Three-Eyed Lord. To them I raise folded hands in reverence.

By two of which the ordering of time comes to embodied beings, while the other is the mouth of the gods; whose essential forms the eminent sages declare to be that triad of deities—to those three eyes, like dark bees eager for constant sport upon the lotus-face of Rudrāṇī, to those three eyes of the Three-Eyed Lord I offer a salutation with folded hands.
