In plain words

Form in the light, a memory in the mind, the blankness of the dark — every such notion is only something he sees. That one, and no one else, is the ātman: the same throughout, the seer, present in all beings, reaching everywhere.

Close to the Sanskrit

He for whom the cognitions — having form, memory, and darkness as their objects — are the field of what is seen: that very one is the Self, the same, the seer, all-pervading in all beings.
