In plain words

The one who has passed clean beyond that garland of six waves — that one alone is the Self, of this whole world and of us. Śruti says so, and reasoning brings me to the same certainty. So, mind: your striving is wasted.

Close to the Sanskrit

He who is indeed entirely gone beyond the garland of six waves — he alone is the Self, of the world and of us, from śruti; and from valid reasoning too he is known by me. Therefore, O mind, your striving is simply in vain.
