In plain words

May the radiant waist of the yellow-robed Lord protect you—shining beneath His neatly draped silk like ocean waters lit by submarine fire, banishing heavy sins, and descending ever deeper into the quiet sanctuary of the heart.

Close to the Sanskrit

May the extremely noble hip of the yellow-robed one, which shines with the well-worn yellow garment like ocean water with the lusters of the submarine fire, which grants freedom from falling and from very dense sin, and which continually descends as an object into the mind, protect us.
