लोकानध्यक्ष्यतीति लोकाध्यक्षः सर्वेषां लोकानां प्राधान्येनोपद्रष्टा ।लोकपालादिसुराणामध्यक्षः सुराध्यक्षः ।धर्माधर्मौ साक्षादीक्षतेऽनुरूपं फलं दातुं तस्मात् धर्माध्यक्षः ।कृतश्च कार्यरूपेण अकृतश्च कारणरूपेणेति कृताकृतः ।
In plain words
He watches over the worlds — so, Lokādhyakṣa: the one who beholds every world, and beholds it as the foremost witness of all. He presides over the gods too, the guardians of the world-quarters and all the rest of them — Surādhyakṣa. He sees dharma and adharma directly, with nothing standing in between, so that each may be given the fruit that exactly fits it — therefore Dharmādhyakṣa. Made, in his aspect as effect; unmade, in his aspect as cause — so, Kṛtākṛta.
