In plain words

He holds the universe up; he takes the universe back into himself; he pervades everything. He honours the good, and the good honour him. He is right action itself. He lets all the worlds go. He is Nārāyaṇa, in whom every being rests. He is the Man who leads.

Close to the Sanskrit

The upholder of the universe, the devourer of the universe, the all-pervading; the honourer of the good, the one honoured by the good, the righteous, the one who lets go, Nārāyaṇa, the Man.
