In plain words

Because his very essence is pure consciousness, he is Vyavasāya, the firm resolve. Because everything rests securely within him, he is Vyavasthāna, the ground of order; or because he thoughtfully distributes and regulates the cosmic guardians, the various forms of birth from wombs, eggs, and seeds, the social classes from brahmins to shudras along with intermediate groups, and the stages of life of the student, householder, forest-dweller, and monk, along with their respective duties, he is also known as Vyavasthāna, as supported by the grammatical rule 'kṛtyalyuṭo bahulam.'

Close to the Sanskrit

Because of being of the nature of pure consciousness alone, Vyavasāya. Because the establishment of all is in this, Vyavasthāna; or because he divides and makes the lokapālas, authorities, viviparous, oviparous, plant-born, brahmins, kshatriyas, vaishyas, shudras, intermediate castes, and the ashramas characterized by brahmacharin, householder, forest-dweller, renunciate, and their duties and so forth. 'kṛtyalyuṭo bahulam' thus.
