In plain words
Just as you would draw the soft reed-pith out from its outer sheath of muñja grass, so too the wise person separates the Self -- the one turned inward, untouched, never acting -- from everything that can be seen. Having dissolved the whole world of objects back into it, and remaining established as that very Self -- that person is free.
Close to the Sanskrit
As one draws the reed-pith out from the muñja-grass sheath, so having discriminated the inward-turned Self -- unattached, actionless -- from the mass of the seen, and having, in that regard, dissolved everything back into it, whoever abides in identity with that Self -- he is liberated.
