In plain words

The organs of perception together with the mind make up what is called the mind-sheath -- the very source of every notion that splits the world into 'mine' and 'I' and 'that thing over there'. Loaded with the ability to tell things apart by name and form, and more powerful than the sheath before it, this mind-sheath spreads out, filling and pervading the prana-sheath entirely.

Close to the Sanskrit

The organs of knowledge together with the mind make up the mind-made sheath -- the cause of the differentiation of objects as 'mine' and 'I'. This sheath, endowed with the perception of distinctions such as names and so on, and more powerful, expands, having filled the sheath that preceded it.
