In plain words
The ascetic’s mind is so given over to tasting the sweetness of Brahman's bliss that everything else — inside him and around him — simply stops registering. That total absorption, oblivious to all else, is the mark of the one who is free while still alive.
Close to the Sanskrit
Because the ascetic's mind is wholly absorbed in tasting the flavor of Brahman's bliss, non-awareness [of ordinary things], both within and without, is the mark of the one liberated-while-living.
