In plain words
When the water trembles, the reflection of the sun trembles with it - but foolish people blame the sun itself for that shaking, when the sun, like the true Self, never moves at all. That is exactly how people come to cry, 'I am the doer, I am the experiencer, I am ruined!' - mistaking the wobble of the reflection for the truth of the source.

When the limiting adjunct moves, the dull-witted attribute to the original itself - which, like the sun, is motionless - the unsteadiness of the reflection, which really belongs to the adjunct; [thus they cry,] 'I am the doer, I am the enjoyer, I am struck down, alas!'
