Verse 4

स्वानन्दभावे परितुष्टिमन्तःसंशान्तसर्वेन्द्रियदृष्टिमन्तः ।अहर्निशं ब्रह्मणि ये रमन्तःकौपीनवन्तः खलु भाग्यवन्तः ॥ ४ ॥

In plain words

Content through and through in the bliss that is their own being, the outward gaze of every sense gone quiet, delighting in Brahman day and night — the ones with nothing but a loincloth: they are the fortunate ones.

Close to the Sanskrit

Possessing complete contentment in the state of their own bliss, possessing a sight of all the senses wholly stilled, who day and night delight in Brahman — the possessors of the loincloth are indeed the possessors of good fortune.
